This was certainly one winter for the record books based on the ice cover on the Great Lakes. As you can see from NOAA, Lake Erie was about 90-99 % ice covered this past winter (as of February 6, 2014).
I was speaking to my friend Peter at Hydro One who keeps an eye on the ice cover on Lake Erie. He indicated that Lake Erie still has about 400 square miles of ice floating on Lake Erie as of April 24, 2014!
The big boats are moving with the help of ice breakers but it is no time for pleasure craft and small fishing boats yet. I would not want to be stuck between huge rafting ice bergs when the wind starts blowing!
Looks like Perch Fishing will have to wait a few more weeks this year.
